The need to enhance collaborative planning of natural resources has been recognised in various international conventions and reflected in the evolving legislation of the EU and the Member States. E.g. a new type of strategic planning approach has been launched. This 'program-based planning of natural resources' (PBPNR) approach requires taking into consideration local level actors and stake-holders. Planners are increasingly facing these challenges in their work. Therefore, it is necessary to identify and develop practices and tools which assist the adaptation of curricula of institutions providing vocational education and training (VET) for planners. Several tool-boxes have been launched for that purpose, one being the CoPack, trainers' support material package for collaborative planners, which serves as a starting point for this project proposal. The CoPack has turned out to be useful, but the need to modify and update it has emerged, and effective work is needed to transfer its' innovations to wider use. The overall objective of the proposed project is to improve the performance of PBPNR planners. The immediate objective of the project is to enhance the quality of training provided to planners by improving the knowledge and training tools of trainers. The ultimate beneficiaries of the project are citizens, land owners, NGO's, SME's etc. having an interest towards natural resources use, and who are served by PBPNR planners. Primary target groups of the project are teachers and trainers in institutions which provide training to PBPNR planners. The project aims to: (1) look for and identify new collaborative planning and decision support methods. (2) Choose the methods and models that can be adapted to PBPNR process. (3) Re-design CoPack to build Copack+ by including the above mentioned planning and decision support innovations in it. (4) Apply the re-designed CoPack+ in training courses to PBPNR planners. (5) Transfer the updated material and experiences in partner countries and beyond.
