Description: Das Projekt "Typologischer Umweltraum zur Foederung der Durchsetzung der europaeischen Gesetzgebung" wird vom Umweltbundesamt gefördert und von Universität Bremen, Forschungsstelle für Europäisches Umweltrecht durchgeführt. General Information: APERTURE aims at developing a cost-effective methodology to categorise and map various areas of Europe according to International, European and National Environmental Legislation. The outcomes of the APERTURE will be employed to (i) reduce the infringement related to Environmental Legislation and (ii) increase the awareness of policy makers, scientists and environmentalists about the potential value of Earth Observation (EO) data in developing and applying international, European and National environmental law. The project will investigate in four Pilot European sites if and how merged VHSR (Very High Spatial Resolution) and HSR (High Spatial Resolution) EO data as well as new impending satellite systems (i.e. Space Imaging, Earth Watch) can be utilised in judicial or extra judicial proceedings concerning the implementation of environmental laws. The project will set up guidelines and specify standards with respect to spatial and spectral resolution of EO data so that these can be used by the European Court of Justice, Legislators, National Administration and Courts as evidence to support their decisions in given cases. The present Pilot project employs and integrates PROVEN state-of-the-art technologies such as: (1) Digital Image Processing and Interpretation of merged VHSR and HSR EO data or a combination and synergy of data from different space platforms to derive the most efficient means of: (a) obtaining information on land-use conditions and (b) detecting time-changes on those conditions, (2) Use of Geographical Information Systems (GIS) for multi-layer information storage and processing, (3) Global Positioning Systems (GPS), (4) Graphical Modelling. An extensive analysis of the International, European and National Environmental Legislation will be performed. The outcomes of the project as well as the related Environmental information will be provided to interested parties electronically through Internet and World-Wide-Web. Candidate sites are (I) deforested areas with intense phenomena of illegal housing construction or plantation in Greece, Italy and Portugal, and (II) areas of over exploitation of scarce water resources in Spain. Environmental legislation maps will be generated by: (1) updating the CORINE database and nomenclature, (2) constructing a detailed database of the land-use of environmentally sensitive areas and their surroundings, (3) developing quantitative measures to detect changes in forest and water management over a period of time,(4)integrating environmental legislation data, (5) using advanced visualisation techniques to produce legislation maps. Another objective of the proposal is to set up a decentralised network of National Authorities, EO data manipulation experts, Environmental Law Experts, NGOs, industries, and providers and users of space data to encourage/increase the growth of a user-driven market for EO products, services and expertise...
