Description: Das Projekt "Konzept fuer die Bekaempfung von Ueberschwemmungen und Risikoanalyse fuer den Alpenrhein entlang der oesterreichisch-schweizerischen Grenze" wird vom Umweltbundesamt gefördert und von Universität Trier, European Association for Environmental Management Education - Focal Point Trier -, Europäisches Diplom in Umweltwissenschaften durchgeführt. For the valley of the river Alpenrhein and international governmental commission was established which aims at an integrated water resources approach, considering various aspects related to water management. Since flood control builds a constraint for other uses this project focuses on this issue. For this reason a structural procedure for a flood-control concept is described. A dominant step of this is the evaluation of the actual and future safety level regarding floods. It requires both the hazard analysis and the damage potential analysis. These two parts form the 'heart' of the project. In the hazard analysis run-off data are examined, trends investigated and flood-discharge/frequency relations elaborated. Also the impact of several changes in the land uses within the catchment area is analysed. Together with further analyses (like historical analysis, possible effects of climate change ...) a picture of the flood-hazard is given. In the damage potential analysis socioeconomic data are collected and elaborated to show the values that might be concerned in case of a dam failure and if the flood discharge exceeds the run-off capacity of the river channel. For some data a monetary value stemming from insurances is presented. In a synthesis step the decision makers can compare the information form the hazard and damage potential analyses. This is the base to evaluate whether the situation is safe enough or measures are necessary.
