Description: Das Projekt "An Effect of Decentralization in Collective Action for Instutional Strengthening" wird vom Umweltbundesamt gefördert und von Technische Universität Dresden, Fachrichtung Forstwissenschaften, Institut für Internationale Forst- und Holzwirtschaft, Professur für Tropische und Internationale Forstwirtschaft durchgeführt. Community Forestry Instruction (CFI) had been issued by Forest Department in 1995 in order to promote the community initiative reforestation and conservation at grassroots level. In this context, the Forest Department and NGOs in Myanmar have been making efforts to help the targeted community in establishing community or self-help woodlot based on their interest and participation. As CFI is relatively new not only to the grass-roots community but also to executing agency and staffs. 'Putting into practice' is still questioning to all concerned parties for comprehensive implementation and achievement. Especially in dry zone with the Situation of erratic rainfall and unpredictable weather condition, of severely eroded and poor soil fertility, and of prolonged poverty deprivation of grassroots community, investing on 'Community Woodlot' by poor household as medium to long term benefit has been very much sceptical and reviewed as major challenge in implementing these programs. On the other hand, while agriculture potential has been diminishing under long run land degrading process, rehabilitating dry zone marginal land through community woodlot might be worthwhile effort to turn these lands into productive in terms of ecological functioning and associated income opportunity and food security. To get the answer from above mentioned, the research focuses the level of participation in contribution and decision making at the process of plantation establishment by wealth strata. (1) Equity: There are calculated the ratio of out put and input within forest user group depend on their harvesting of products from community forest and then, contribution of labour and materials. (2) Efficiency: One of the major driven forces for institutional strengthening is making rules and its arrangements within forest user group. There are analyzed the bundle of property rights and structure of rules making and how to change over time. On the other hand, the research expressed the internal rate of return from marginal land of plantation. (3) Sustainability: Finally, check up quantity and quality of the community forest and then how to change the pattern of harvesting System, and compare the usage and increasing of tree volume from the community plantation.
