Description: Das Projekt "Umweltschutz - EMAS und Standardisierung: Meinungsstand zur Einbeziehung der deutschen Gewerkschaften zur Beschlussfassung in Umweltfragen auf nationaler, europaeischer und internationaler Ebene" wird vom Umweltbundesamt gefördert und von Universität Trier, European Association for Environmental Management Education - Focal Point Trier -, Europäisches Diplom in Umweltwissenschaften durchgeführt. Agenda 21 places a particular emphasis on the role of NGO's in implementing a strategy of Sustainable Development (SD). Changes brought about by SD require the adaptation of workers and the trade unions who represent them. While advocacy of social and economic interests is the core competence of unions, advocacy of ecological objectives is becoming a greater part of their daily business and strategic planning. This project analyses the status of and offers perspectives on German trade union participation in environmental decision making. German unions participate in decision making with respect to environmental management systems and audits on the national, European and international levels. Conceptually, participation has two levels of meaning. Procedurally, it permits the exercise of the right of participation. Substantively, it permits the protection and advancement of specific union interests. The study examines how German unions participate in decision making with regard to entrepreneurial environmental protection, the European EMAS and DIN EN ISO 14001 and if and to what extent specific union interests are advanced in these instruments. EMAS and ISO 14001 are evaluated according to criteria of legal compliance, BAT, continuous improvement and worker participation. The current status of participation by German trade unions in the named decision making processes is documented. Considering the policy and political goals of trade unions as well as the requirements of SD, this report seeks to develop future options of acting for the trade unions.
