Between 1990 and 2000. both primary and final energy consumption in Germany decreased slightly by 4.3 and 2.6 percent respectively. The corresponding energy intensities fell significantly by about 15 percent during that period. But the intensity decrease slowed down in the second half of the 1990s. The contribution of structural changes within the economy to the final energy intensity decrease steadily amounted to a little more than 0.2 percent per year. Energy intensity of industry decreased by 9.4 percent between 1991 and 2000. In the first half of the decade, structural changes within manufacturing had an counter influence on energy intensity, i.e. acted to enhance the actual intensity. But since the mid 1990s, the structural component strengthened the intensity decrease again, as it was the case in the 1980s.
