Description: Das Projekt "Political and Economic Analysis of Water Resource System in the Trans-Himalayan Region, Upper Mustang, Nepal" wird vom Umweltbundesamt gefördert und von Justus-Liebig-Universität Gießen, Institut für Agrarpolitik und Marktforschung, Professur für Agrar- und Umweltpolitik durchgeführt. Water resource is considered as the medium of civilization of the modern society. The society used this resource variously e.g. irrigation purpose, drinking, sanitation, industrial etc. But unequal distribution of water throughout the world by nature has made some countries water rich and others water poor. As a result, various issues regarding the management and distribution of water resources are came in existence. It is said that if there is war in 21st century will be related to water issues. So, water is becoming the new oil in the world. Due to its scarce nature, it is highly politicized. The water related debate is extended from international level like Egypt vs Sudan, Israel vs Palestine, or Mexico vs USA or India vs Bangladesh to inter villages or even at intra village level. Therefore, there is urgent need to study the politico-economic perspectives of water resource rather than these two disciplines separately for the proper allocation and management of resource from international level to intra-village level. Nepal is an agricultural country and agriculture contributes significantly for the national economy. Water plays significant role for the agricultural production and productivity. Even though, Nepal is considered rich in fresh water resource but most of water is unavailable for irrigation purpose due to topography and lack of investment. Only limited cultivated area of Terai receives year round irrigation and the water scarcity is more prevalent in the hill and mountainous area of the country. My research area which is located beyond the Himalayan region receives very little rainfall (rain shadow area) and also called as desert of Nepal. Still people in these areas are practising agriculture for their livelihood options. People are practising agriculture in these areas from centuries and the main source of water for irrigating their land is only the glacier. A distinct level of hierarchy is found in the people living in these areas and they can be roughly divided into ruling class, working class and out class. Definitely, those people falling in the different hierarchies have different political power which influences the distribution and allocation of natural resource existing in the society and ultimately the economic development. Therefore, this research is directed to estimate the existing political power structure and the economic structure of the interests groups, and to find out the equilibrium solution which may contribute for more equitable distribution of resource and better economic development and finally minimize the resource related conflicts.
