Evaluation of the Law Requiring a Permit for the Installation of Electric Resistance Heating

Description: Das Projekt "Evaluation of the Law Requiring a Permit for the Installation of Electric Resistance Heating" wird/wurde ausgeführt durch: Eidgenössische Technische Hochschule Zürich, Institut für Energieübertragung und Hochspannungstechnik.In this project we examined how the 'Energienutzungsbeschluss' (Federal Decree on the Use of Energy) is implemented by the authorities and how it influences the installation of electric heating equipment. This question was examined in collaboration with the most important institutions: the electricity industry, the electric heating industry and executive authorities. Using a special data evaluation of the association of the electric utilities, VSE and the sales figures of the firms of the association in the electrical appliances business, FEA, we were able to describe the regional development of electric resistance heating in Switzerland. The implementation of the law in the various cantons could be described with the help of the three following models: central, non-central and mixed implementation. It is important to know that all these models are dynamic in nature and have therefore different effects at different moments.The quantitative effect of the requirement to apply for a permit is small because it was introduced at a time when the number of newly installed electric resistance heating decreased rapidly. An estimate for the year 2005 resulted in a highest possible energy saving of one percent of the total electricity use in the winter semester (350 GWh). If the basic conditions were to change, the requirement to apply for a permit could become far more important.
