Description: Das Projekt "EnEff:Stadt: Drei Prozent Plus, Umsetzung des energieeffizienten Sanierungsfahrplans für kommunale Quartiere' schließt an das Vorhaben 'Drei Prozent Projekt - Energieeffizienter Sanierungsfahrplan für kommunale Quartiere' an. Es beinhaltet die Umsetzung der Sanierungsfahrpläne in Modellquartieren." wird/wurde gefördert durch: Bundesministerium für Wirtschaft und Klimaschutz. Es wird/wurde ausgeführt durch: B.&S.U. Beratungs- und Service-Gesellschaft Umwelt mbH.Das Projekt begleitet die Umsetzung der Sanierungsfahrpläne in den beteiligten Modellkommunen bzw. Quartieren Aachen-Brand, Eschweiler, Roetgen und Ludwigsburg-Schlösslesfeld. Der fachliche und operative Schwerpunkt liegt dabei auf besonders schwierig zu mobilisierenden Energieeffizienzpotentialen: - schwierige Eigentümerzielgruppen (WEG, Kleinvermieter, Senioreneigentümer, Hartz IV-Eigentümer); - schwierige bauliche und versorgungstechnische Ausgangslagen; - schwierige ökonomische und demografische Rahmenbedingungen (Leerstand, Preisverfall für EFH, Wegzug, stagnierende Immobilienmärkte, Überangebot Neubau); - schwierige operative und organisatorische Strukturen (z.B. ehrenamtliche Hausverwaltungen, Ortslagen mit geringen Verwaltungskapazitäten). Das Teilprojekt C, 'Umsetzung Sanierungsfahrpläne und operative Methodik' beinhaltet die konkrete operative und praktische Umsetzung von vier Sanierungsfahrplänen in den vier Modellquartieren. Dazu gehört die Aufstellung eines angepassten Aktionsplans für die Ansprache der Eigentümer mit verschiedenen Anspracheformaten, die dann über 24 Monate gemeinsam mit den Kommunen konkret erprobt werden. Dazu zählen Bürgermeisterbriefe, Informationsstände auf Märkten, Kirmes, Sportfest u.ä., fachliche Informations- und Beratungsangebote im Rathaus bzw. an zentralen Quartiersorten sowie ggf. eine aufsuchende Bürgerberatung vor Ort, z.B. bei hochbetagten Eigentümern. Ergänzend Teilnahme an dem thematisch passenden Annex der IEA (Annex 75 Costeffective Building Renovation at District Level Combining Energy Efficiency & Renewables) und Mitwirkung an der WGCC des IEA (Working group on cities and communities) sowie Austausch im Rahmen der D-A-CH- Forschungskooperation.

This includes the development of an adapted action plan for addressing the owners with different formats, which will then be tested in concrete terms over 24 months together with the municipalities. These include letters to the mayor, information stands at markets, fairs, sports festivals, etc., specialist information and advice services in the town hall or at central neighbourhood locations, and, if necessary, on-site advice for the elderly, e.g. for elderly owners.
