Aktionsprogramm: Modellvorhaben der Raumordnung (MORO), Evaluierung 'Guter Beispiele' einer nachhaltigen Regionalentwicklung (Good practices II)

Description: Anhand einer bundesweiten Auswertung von Projekten einer nachhaltigen Regionalentwicklung wurden im Rahmen des Projektes Erfolgskriterien und Konfliktbereiche herausgearbeitet und Handlungsempfehlungen für die deutsche Regionalentwicklung formuliert. Trotz der zahlreich vorhandenen Beschreibungen von Fallbeispielen und Zusammenstellungen von 'good' bzw. 'best practices' fehlt es an einer Aufarbeitung der Chancen und Grenzen sowie der Erfolgs- und Misserfolgsbedingungen nachhaltiger Regionalentwicklung. Erst auf der Grundlage einer solchen Analyse könnten entsprechende Strategien festgelegt und Handlungsempfehlungen für rahmensetzende Institutionen und die regionale Praxis ausgesprochen werden. Um dieses Defizit zu beheben, wurden in diesem Projekt auf der Basis der vorhandenen Informationen und Kernaspekte die Faktoren bestimmt, die für das Gelingen oder Scheitern regionaler Entwicklungsprozesse mit verantwortlich sind. Das MORO-Forschungsvorhaben 'Evaluierung 'Guter Beispiele' einer nachhaltigen Regionalentwicklung (Good practices II)' (GP II) knüpfte an das Projekt Good Practices I (GP I) an, das 1998 und 1999 im Rahmen des Wettbewerbs 'Regionen der Zukunft - regionale Agenden für eine nachhaltige Raum- und Stadtentwicklung' durchgeführt wurde. In dem Projekt GP I wurden auf der Grundlage eines Fragebogens über 420 lokale und regionale Projekte in einer Datenbank erfasst und analysiert. Aus diesen Projekten wurden nach einem mehrstufigen Auswahlverfahren 60 'Gute Beispiele' einer nachhaltigen Raum- und Siedlungsentwicklung auf regionaler Ebene ausgewählt und in einem Handbuch präsentiert. Parallel wurde eine Internet-Projektbörse erstellt. Da die 1998 und 1999 in GP I erfassten Projekte bis zum Untersuchungszeitraum von GP II einem dynamischen Entwicklungsprozess unterlagen (z.B. gesetzte Ziele wurden erreicht oder verfehlt bzw. haben sich geändert; Instrumenteneinsatz, Akteurskonstellation und Organisationsform können sich verändert haben) sollten im Projekt Good Practice II die damals erfassten Ergebnisse mit Blick auf übertragbare Erfahrungen erneut überprüft werden. Aus den Ergebnissen der Status-quo Analyse, der Evaluierung und den zentralen Thesen wurden wesentliche Handlungsbedarfe für die Initiierung und Umsetzung einer nachhaltigen Regionalentwicklung abgeleitet.

  Title: Action programme Demonstration Projects of Spatial Planning (MORO) - Evaluation of 'good examples' of sustainable regional development (Good Practices II)
  Description: In the course of the project, success criteria and areas of conflict were identified and recommendations formulated for German regional development on the basis of a nationwide evaluation of projects on sustainable regional development. Although there are many descriptions of case examples and compilations of 'good/best practices', there is a lack of studies on the opportunities and limits of sustainable regional development and the factors that determined success or failure. Only on the basis of such an analysis can appropriate strategies be formulated and recommendations made for the institutions responsible for framework conditions and for regional practice. In order to overcome this deficit, this project identified the factors that are responsible for the success or failure of regional development processes on the basis of the existing information and core aspect. The MORO research project, entitled 'Evaluation of 'Good Examples' of Sustainable Regional Development (Good Practices II)' (GP II), followed on from the 'Good Practices I' (GP I) project, which was conducted in 1998 and 1999 in the context of the competition called 'Regions of the Future - Regional Agendas for Sustainable Regional and Urban Development.' The GP I project used a questionnaire to survey over 420 local and regional projects; the data was collected and analysed in a database. Following a multistage selection procedure, 60 'good examples' of sustainable regional and urban-settlement development on a regional level were selected from these projects and presented in a manual. An Internet project exchange (www.zukunftsregionen.de) was set up in parallel. Since the projects covered by GP I in 1998 and 1999 were subject to a dynamic development process up to the GP II study period (e.g. targets have been reached or not reached or changed; the instruments used, the people involved and the organisational forms might have changed), the Good Practice II project re-examined the results covered at that time to see whether any transferable experiences could be gleaned from them.
