Description: Das Projekt "Setting fair and adequate benchmarks for key countries" wird vom Umweltbundesamt gefördert und von Climate Analytics gGmbH durchgeführt. This project is designed to help Greenpeace to define guidelines and benchmarks for fair and adequate emission reduction effort for key countries in the post-2015 agreement. The aim is to inform Greenpeace's campaign asks on a national level and to enable Greenpeace to assess countries' emission reduction pledges and effort sharing proposals in light of equity. The project aims to produce an internal reference document that approximates 'fair and adequate' emission reduction ranges for 2025, 2030, 2040 and 2050 for key countries, according to criteria selected by Greenpeace. The document will be for Greenpeace's internal use only. Countries under the UNFCCC have agreed to negotiate, by 2015, a new climate agreement for the post-2020 period, applicable to all countries. Ahead of 2015, countries will be expected to make pledges for their post-2020 emission reduction (and finance) commitments. In light of earlier UNFCCC decisions, these should be in line with keeping global warming below 2°C or even 1.5°C. However, there are no commonly agreed criteria for defining the fair and adequate contribution of each country - neither among countries nor among NGOs. Global goals, equity indicators, guidelines for country pledges and criteria for their ex-ante reviewing will become topical in the coming two COPs. The aim of this project is to help Greenpeace campaigners to understand the key differences between different effort sharing models, criteria and principles, the results they deliver and the most important assumptions that influence the outcomes. This will inform the organisation's positioning in the upcoming equity discussions. In light of improved understanding, Greenpeace will select a combination of assumptions, principles, indicators and their weightings that will be fed into the PRIMAP group and Climate Analytics Equity Analysis Tool to produce indicative target ranges for key countries. These ranges will inform Greenpeace in considering its national campaign asks.
