Description: Environmental Economic Accounting Environmentally-related taxes of 76.7 billion euros in 2024 Share 1 June 2026 – In 2024, revenue generated from environmentally-related taxes, also referred to as environmental taxes, amounted to 76.7 billion euros. Compared with the previous year, this represented a slight increase of 0.5%. In 2024, environmental taxes accounted for 7.6% of total tax revenue of general government and for 1.8% of gross domestic product (GDP). Accounting for 47.7%, energy tax was the most important environmental tax in 2024 and therefore had a significant impact on the overall result. At 17.3%, revenue from national emissions trading occupied second place, followed by motor vehicle tax (12.6%) in third. Increases or decreases in tax revenues may be due to changes in tax rates or in the tax base . Government revenue from energy-related taxes decreased, while energy tax remained virtually at the same level. Due to a decline in electricity consumption, revenue from electricity tax and the KWKG surcharge under the Combined Heat and Power Act was down. While the standard rate of electricity tax remained unchanged at 20.50 euros per megawatt hour (MWh), the KWKG surcharge was reduced from 3.57 euros to 2.75 euros per MWh. By contrast, the offshore grid surcharge rose from 5.91 euros to 6.56 euros per megawatt hour (MWh). Membership contributions paid to the German National Petroleum Stockpiling Agency decreased by 2.1%. As the contribution rate remained unchanged at 3.56 euros per tonne, this decrease was due to a reduction in the number of petroleum products for which contributions need to be paid. While the selling price of national emission allowances increased from 30.00 euros to 45.00 euros, the price of European allowances auctioned by the German government fell from an average of 83.66 euros in 2023 to 65.00 euros in 2024. At the same time, the postponement of the surrender deadline from 30 April to 30 September resulted in a brief increase in government revenue from European emissions trading. According to recent data, the emissions subject to surrender obligations under the national emissions trading system (nEHS) rose slightly by 4.0%, while those under the European emissions trading system declined by roughly 1.7%, despite the inclusion of maritime transport from 2024 onwards. On the whole, Germany's greenhouse gas emissions decreased year on year (see SDG indicator 13.2.2 " Total greenhouse gas emissions per year "). Revenue from motor vehicle tax remained broadly unchanged at 9.7 billion euros, most of which came from passenger cars (77.5%). As the tax rates did not change between 2021 and 2024, the slight increase of 1.6% was attributable to changes in the vehicle stock. Once again, revenue from aviation tax increased significantly, by 24.3% year on year, to almost 1.9 billion euros, thereby exceeding pre-pandemic levels. The increase relative to 2023 was mainly due to a rise in passenger numbers, which are still lower than before the Covid-19 pandemic, however. In addition, the tax rates across all distance classes were raised compared with 2019. Municipal and Land taxes were incorporated into the environmental tax accounts for the first time this year. These include the wastewater charge, the water withdrawal charge, the forest conservation charge and packaging tax. These taxes accounted for 1.0% of the overall result.
