Erhaltung gefährdeter Auenwälder am Oberrhein durch Verlagerung des Kiesabbaus

Das Ziel des Pariser Klimaabkommens von 2016, die globale Erwärmung der Erdatmosphäre auf maximal 2,0 °C und möglichst auf 1,5 °C zu begrenzen, wird offenkundlich verfehlt. Umso wichtiger ist es, in Hinblick auf den Klimawandel in Deutschland und die damit einhergehende zunehmende Sommertrockenheit die Art von Wäldern zu schützen, die großes Potenzial besitzen, den sich ändernden Klimabedingungen standzuhalten. Auenwäldern kommt hierbei eine große Bedeutung zu: Sie leisten nicht nur einen wichtigen Beitrag zum Hochwasserschutz, sondern erfüllen auch weitere wichtige Ökosystemleistungen wie bspw. die Sauerstoffproduktion oder die Kühlung benachbarter Siedlungen. Außerdem können Auenwälder große Mengen Kohlenstoff binden und stellen damit bedeutende CO2-Senken dar. Trotz ihrer offensichtlichen Systemrelevanz sind Auenwälder jedoch gefährdet und werden am Oberrhein für den Kiesabbau gerodet. Um einen weiteren Verlust dieser wichtigen Ökosysteme zu verhindern, müssen umgehend Vorgaben der Raumordnung angepasst und Ersatzstandorte für den Kiesabbau gefunden werden.

EU ETS up to 2030: Adjusting the Cap in light of the IPCC1.5°C Special Report and the Paris Agreement

Minimizing cumulative emissions is essential for reducing the risk of overshooting the warming limit of 1.5 degrees. This study commissioned by the German Environment Agency analyses the implications of this goal for the EU ETS and presents different scenarios for adjusting the linear reduction factor while staying within a cumulative emissions budget that is compatible with 1.5 degrees. Fact Sheet: EU 2050 strategic vision “A Clean Planet for All”

The Paris Agreement invites parties to provide their low carbon development strategies by 2020 in order to disclose their plans to support the implementation of the Agreement. The European Commission (EC) published a set of documents presenting its analysis of options for long-term climate policy in the European Union. This factsheet has been worked out for the German Environment Agency within a research project on the Commission’s communication on the new EU long-term climate strategy. Analysis of the role of Article 6 in Parties’ NDCs

This fact sheet surveys the role of Article 6 of the Paris Agreement (PA) in the Nationally Determined Contributions (NDCs) that Parties have submitted to the ⁠ UNFCCC ⁠. The findings indicate that there is in general considerable openness towards Article 6, with the intention to buy ITMOs or A6.4ERs being much more limited than to sell such units. The distribution between sellers vs. buyers largely reflects the structure known from the Kyoto Protocol and its Clean Development Mechanism (CDM), indicating that the distribution of roles might persist under the Paris Agreement. NDC Design

The Paris Agreement on climate change includes a five-year cycle to increase ambition for reaching the goals of the Paris Agreement. Part of this cycle is the submission of Nationally Determined Contributions (NDCs), which detail the climate action countries intend to take. This publication includes a methodology, which allows for a systematic analysis of the design of the NDC and applies it to 20 NDCs. The analysis covers all design elements that are critical for enhancing ambition grouped into the overarching categories (1) increased greenhouse gas mitigation ambition, (2) comprehensiveness, (3) implementation and (4) transparency. It aims to provide a nuanced perspective of the ambition, endeavours and orientation of countries’ climate action. Veröffentlicht in Climate Change | 53/2021.

Carbon Leakage Risks in the Post-Paris World

This paper examines the connection between Nationally Determined Contributions (NDCs) under the Paris Agreement on the one hand and carbon leakage on the other. Firstly, this is done by considering different types of emission targets in the NDCs. With an NDC in a carbon leakage receiving country, shifted emissions in many cases require increased mitigation efforts, so carbon leakage comes at a cost to these countries. Secondly, entrepreneurial decisions are examined more closely. The mere existence of NDCs should already have an influence on them, albeit not on immediate production decisions (production leakage), but on medium- and long-term investment decisions (investment leakage). Climate Protection in Transport – Need for Action in the Wake of the Paris Climate Agreement

Transport is not only an indispensable part of our daily lives, but also one of the major sources of greenhouse gases in Germany. What can be done to reduce greenhouse gas emissions from transport in the short- and mid-term? How can transport become greenhouse gas-neutral in the long term? Are Germany’s climate targets in the transport sector sufficiently ambitious? This paper answers these questions. It describes what needs to be done in the coming years to reconcile developments in the transport sector with the commitments of the Paris Climate Agreement and the German government’s Climate Action Plan 2050. It suggests measures that can help to achieve a quick and significant reduction in greenhouse gas emissions, ensuring that the climate targets agreed upon in Paris could be met by Germany’s transport sector. Using Article 6.2 to foster ambition

The research project explores how Germany can increase ambition by using carbon market approaches under Article 6.2 of the Paris Agreement. This paper explores possible uses of Article 6.2 by Germany beyond the attainment of the EU-NDCs. The paper explores different options to use Art. 6.2 for compliance as well as voluntary purposes. Moreover, reporting possibilities under ⁠ UNFCCC ⁠ are discussed for the different options. It finds that using Article 6.2 for voluntary or a combination of different purposes holds great potential for an increase in ambition, while compliance purposes is fraught with challenges. Strategy for long-term EU greenhouse gas emissions reductions

The EU’s current 80-95% emissions reduction objective for 2050 laid down in the Low-Carbon-2050 Roadmap is an outdated target range and even more problematic, EU’s legally binding 2030 climate policy framework is rated to be far from being sufficient to bring the EU on track with the long-term temperature targets of the Paris Agreement. Now, with the 1.5C-special report of ⁠ IPCC ⁠ (IPCC, 2018), the global community has a profound and up-to-date scientific basis for progressive in-depth deliberations on future climate policies at hand. Since the Paris Agreement invites parties to provide their low carbon development strategies by 2020, the European Union is currently preparing its respective mid-century long-term climate strategy.
