'Additional reporting obligations in the area of energy efficiency' is a dataset which is part of the collection of National Energy and Climate Progress Reporting (NECPR) datasets. This reporting obligation is required as outlined in accordance with the Governance Regulation 2018/1999, Article 21 (c) and Implementing Regulation 2022/2299, Annex XVII. The dataset includes information on reasons why energy consumption is stable or growing per sector, floor area of government buildings not meeting energy performance requirements, number of energy audits carried out in large companies, applied national primary energy factor for electricity, number and floor area of new and renovated nearly zero-energy buildings (NZEB), and internet links to lists/interfaces of energy services.

Integrated national climate and energy policies and measures

Integrated national climate and energy ‘policies and measures’ (PaMs) cover all actions which contribute to meeting the objectives of the integrated national energy and climate plans. European countries are committed to adopting, implementing and planning policies and taking the corresponding measures to achieve climate change mitigation and energy targets, such as reducing greenhouse gas (GHG) emissions, producing additional renewable energy, or reducing overall energy consumption. All European countries report information on implemented, adopted or planned PaMs every 2 years under the Governance of the Energy Union and Climate Action Regulation and its two Implementing Regulations (EU) 2020/1208 and (EU) 2022/2299.

This database contains a number of integrated national climate and energy policies and measures (PaM) implemented or planned by European countries to reduce greenhouse gas emissions, and achieve climate and energy targets. Most of these PaMs have been reported to the European Commission, the United Framework Convention on Climate Change (UNFCCC) or the EEA. Only EU27 provide PaMs reporting on elements covering areas of the Energy Union.
