The Covid 19 pandemic is causing considerable social and economic disruption worldwide. Short and midterm financial support measures for mitigating the acute consequences of the pandemic must be structured in a way, that they support the needed longterm changes towards a sustainable and climate-neutral society. The UBA position paper proposes an action plan for Germany, that takes into account the framework conditions for fostering a sustainable economy and that focuses on concrete measures in the building. mobility and energy sectors. As central element of all these measures, the European Green Deal must be implemented ambitiously. Veröffentlicht in Position.
This discussion paper analyses potential synergies between climate clubs and CBAMs. It presents a case study of the concrete proposals currently debated for implementation: 1) the EU CBAM which looks set to be adopted by the EU Council and Parliament later this year and 2) the proposal for a climate club that was adopted by the G7 at their summit in June 2022. Chapter 2 introduces the two instruments and explains how they interrelate. Chapter 3 discusses potential obstacles to a full integration of both instruments. Chapter 4 shows how product-specific standards can be a tool at the intersection of both instruments, thereby augmenting synergies between them. The paper is directed at policy makers as well as the general scientific community that conducts research on the topics described above. Veröffentlicht in Fact Sheet.
This report develops concrete structures for the use of urban carbon market approaches under Article 6 of the Paris Agreement for Addis Ababa (Ethiopia) and Kampala (Uganda). It takes into account both ongoing and planned emission reduction measures so that the results can be used effectively. In addition to a status quo analysis of the emissions profiles of Addis Ababa and Kampala, the existing and planned urban activities and their potential for the use under Article 6 are highlighted. The key urban stakeholders are identified and two case studies providing four potential concepts that could be further developed into Article 6 activities are presented. The Convention on Long-Range Transboundary Air Pollution (CLRTAP) of the United Nations Economic Commission for Europe ( UNECE ), also known as the Geneva Convention on Air Pollution, was adopted in Geneva on 13 November 1979. Fifty-one parties have signed the Convention, including all EU Member States, the EU Commission, many Eastern European and Central Asian states, as well as the USA and Canada. To date, the Convention has been stipulated in concrete terms by eight protocols containing legally binding mitigation targets. Veröffentlicht in Broschüren, Flyer und Faltblätter.
More and more countries are already implementing or considering the introduction of carbon pricing as a key instrument in order to reduce greenhouse gases. In recent years, market-based instruments in the form of emissions trading systems or CO2 taxes have been established or are currently in the process of implementation in various regions of the world. However, the application potentials for carbon pricing vary considerably due to different political, legal, economic, technical and multilateral circumstances. The studies developed in this research project analyse the framework conditions for the introduction of carbon pricing in selected jurisdictions in Asia. The findings of the research project highlight the importance of the framework conditions that need to be in place for carbon pricing to be feasible and effective in delivering emissions reductions. Based on the findings, three countries (Indonesia, Pakistan and Vietnam) were selected for in-depth analyses (case studies). In addition to the current status of preparations for the introduction of carbon pricing, the main challenges as well as concrete recommendations for a successful implementation were laid out. Special attention was paid to the interaction of the electricity/energy markets with a market-based instrument of CO2 pricing in the respective context of the country case studies. The concept of a ”green economy” has been around for a few years, but has gained in recogni-tion and weight following the Rio+20 Conference in 2012, which recognised it as “one of the important tools available for achieving sustainable development”. While the Conference did not agree on a precise definition of the green economy concept, there is now an increasing body of experience from countries around the world that are implementing green economy initia-tives, strategies or policies. These efforts are loosely coordinated by UNEP , which serves as an information hub to promote exchange on best practices. In this paper, we argue that trying to arrive at an exact and universal definition of the green economy might be useful in theory, but appears very unlikely in practice. Rather, what we see is a common understanding of the con-cept that emerges from its concrete implementation in countries around the world. Veröffentlicht in Texte | 45/2015.
Enhancing substitution of substances of concern with less hazardous alternatives will remain a key challenge for chemicals management in the coming years and is a central aim of REACH . This study analyses the support of substitution, which is the use of less hazardous alternatives for substances of concern, by instruments of the REACH regulation as for example during restriction and authorisation procedures and elaborated concrete recommendations for improvements. The analysis addresses two key questions: How does REACH actually support substitution of substances of concern? How could changes in REACH or its implementation enhance the support of substitution by REACH? Veröffentlicht in Texte | 08/2021.
The city suburbs are becoming EXURBS; the centre of life for millions of people and the intermediate space between cities and countryside is developing dynamically. Living "in the green countryside" is in high demand. Digitisation and the coronavirus pandemic have further bolstered suburbanization. The brochure deals with the question of how a sustainable development between the city and the surrounding area can be achieved as well as how we can live and work, engage in recreation and be mobile in the EXURB in a more environmentally and climate-friendly manner. It shows which concrete measures we can use to combine an environmentally friendly development of the EXURB with a high quality of life and what role can be played by a stronger spatial, functional, content-related and organizational integration. The brochure is oriented towards decision-makers at the federal, state and local levels, planning and environmental associations, practitioners from the various planning disciplines and scientists. The waste prevention program (WPP) from 2013 must be evaluated every 6 years and updated if necessary. The review and evaluation of the implementation of the WPP took place within the scope of the project. Based on the analysis results for the implementation of the WPP at federal, state and municipal level and an assessment of existing prevention potentials, concrete proposals for a possible further development and updating of the program on prioritized waste streams and corresponding priority prevention approaches were developed. In addition, structural adjustment and change needs of the WPP were worked out and further research was shown. Veröffentlicht in Texte | 204/2020.
