The Clean Development Mechanism (CDM) suffers from a price level for certificates that went down to almost zero in a period less than a year. Additionally, no short-term price recovery is expected which could incentivise new projects. A risk is that market participants leave the market and the valuable CDM knowledge base on GHG mitigation and quantification will be lost. The CDM Market Support Study analyses the actual price vulnerability of projects and identifies various financing and project type opportunities for project developers and for (institutional public) investors who intent to support the CDM project continuation and the further development of the CDM framework. The study also shows how the current regulatory framework of the CDM can be maintained by transferring it to future mechanisms. This could be a chance to develop the CDM from a pure market-based instrument towards an integrated part within future market-based and also policy-based instruments. The CDM can provide useful components to currently discussed or tested instruments such as the NMM (New Market Mechanism), the FVA (Framework for Varios Approaches), NAMAs (Nationally Appropriate Mitigation Actions) or results-based financing approaches. The study was financed by the German KfW-managed PoA Support Centre . The aim of the PoA-Support-Centre Germany is to support the development of Programmes of Activities (PoAs) under CDM and JI (Joint Implementation) worldwide.
This study aims at assessing the feasibility of a Clean Development Mechanism (CDM) project to improve energy efficiency in Peruvian industrial boilers. As part of this study, current emissions from boilers in Peru are estimated, and the potential and mitigation costs for energy efficiency improvements as a CDM project are assessed, including a detailed analysis of different baseline options and an initial monitoring plan. A key element is also the development of the institutional set-up of the project, which includes bundling many small boilers into one CDM project.
DWD’s fully automatic MOSMIX product optimizes and interprets the forecast calculations of the NWP models ICON (DWD) and IFS (ECMWF), combines these and calculates statistically optimized weather forecasts in terms of point forecasts (PFCs). Thus, statistically corrected, updated forecasts for the next ten days are calculated for about 5400 locations around the world. Most forecasting locations are spread over Germany and Europe. MOSMIX forecasts (PFCs) include nearly all common meteorological parameters measured by weather stations.

Die flexiblen Mechanismen des Kyoto- Protokolls (Joint Implementation - JI und Clean Development Mechanism - CDM) bieten insbesondere für Unternehmen aus Deutschland interessante Ansätze, um verstärkt Techniken in Entwicklungs- und Schwellenländern zur Anwendung zu bringen, die den Ressourceneinsatz und die Emission von Treibhausgasen reduzieren. Bayerische Unternehmen aus den Branchen Recycling- und Ressourceneffizienztechniken könnten davon profitieren. Aus unterschiedlichen Gründen, mit denen sich bifa im Auftrag des Bundesumweltministeriums im Jahr 2009 ausführlich auseinandergesetzt hat, werden die flexiblen Mechanismen jedoch gerade im Bereich der Abfallwirtschaft noch nicht ihrem Potenzial entsprechend genutzt. Bei CDM-Projekten existieren für den Bereich Recycling bisher keine international geltenden Richtlinien. Die Weltbank hat daher eine Recyclingmethodik entworfen und als Vorschlag beim UN-Klimasekretariat eingereicht. Mit ihr sollen sich zukünftig Projekte zum Recycling der Kunststoffe HDPE und LDPE bilanzieren lassen. Der Entwurf wird nun auf Basis eingegangener Stellungnahmen von Gremien des Klimasekretariats abschließend bewertet. Nach Einschätzung von bifa wird beim Weltbank-Vorschlag das Potenzial von Recyclingprojekten nicht ausgeschöpft. Die im bislang vorliegenden Entwurf angeführten Einsparpotenziale für Treibhausgasemissionen müssten nach oben korrigiert werden, um den Erkenntnissen aus ökobilanziellen Betrachtungen besser Rechenschaft zu tragen. Dies würde die Attraktivität der Methodik anheben und wäre dann zur effektiven, weltweiten Förderung von Recyclingaktivitäten geeignet. Durch einen engen Dialog mit dem Klimasekretariat erhofft sich bifa eine Lösung, die der Umwelt und der Recyclingwirtschaft gerecht wird. Methoden: Analyse und Moderation sozialer Prozesse.
