Aalborg Commitments Tools and Resources (ACTOR)

Das Projekt "Aalborg Commitments Tools and Resources (ACTOR)" wird vom Umweltbundesamt gefördert und von ICLEI - Local Goverments for Sustainability, Europasekretariat GmbH durchgeführt. The Aalborg Commitments were adopted by the delegates to the June 2004 Aalborg+10 Conference with the intention that these clearly targeted actions will support European local governments in their implementation of the Aalborg Charter agreed at the 1994 Aalborg Conference. The initial commitment by signatory local governments is to undertake a baseline review within 12 months and then to enter into a local target-setting process in consultation with citizens and stakeholders in order to develop within 24 months a local programme of action under the ten Commitment themes. The evolution of the Aalborg process has been taking place at the same time as the European Commission has been preparing the Urban Thematic Strategy (UTS). This is one of seven Thematic Strategies, which together comprise the European Community's 6th Environment Action Programme. The EU has agreed that the theme of sustainable development should underpin all EU actions and this, therefore, is the key organising principle for the UTS. The SSP Fourth Call for Proposals outlines the following the core objective for 3.5. Task 5 as the 'Development of a set of guidelines and tools for signatories to the Aalborg +10 Commitments agreed in June 2004'. ACTOR will therefore have as its principal aim the development of a web-based innovative Toolkit, and a Training Package to support and assist Aalborg Commitments signatories to make efficient and effective progress. This Toolkit will include a comprehensive package of materials that can be provided to new towns and cities once they have signed the Commitments. In association with the Toolkit, the project will involve the design of Training Package on the methodology and operationalisation of the Aalborg Commitments. The Project will actively involve Signatory local authorities and the European Sustainable Cities and Towns Campaign Networks in developing and testing the Toolkit and Training Package. Das Projekt "Oeko-effizientes urbanes Management und neue Modelle urbaner Verwaltung: Auswertung der LA 21 in europaeischen Behoerden mittels 'konzertierter Selbsteinschaetzung' - LASALA" wird vom Umweltbundesamt gefördert und von ICLEI - Local Goverments for Sustainability, Europasekretariat GmbH durchgeführt. Objective: Local Authorities' Self Assessment of Local Agenda (LASALA). Eco-efficient urban management and new models of urban governance: The evaluation of Local Agenda 21 in European local authorities through 'concerted self assessment'. Problems to be solved (addressing relevant EU policies): There has been a tendency to assume that Local Agenda 21 (LA21) is an end in itself, rather than a process which assists local communities in moving towards a more sustainable world. Virtually all the research up until now has been concerned with understanding how LA21 works, and how it relates to pre-existing policy structures and to local political systems. In contrast, the LASALA project accepts these findings and now seeks to take knowledge further by identifying and researching new models of urban governance and effective management instruments, processes and practices applied to work towards urban environmental sustainability, and in particular the thrifty use of natural resources. Thus this project contributes fully to the implementation and evolution of the third and fourth aims of the Commission Communication on 'Sustainable Urban Development in the European Union: A Framework for Action', COM 98 (605) final, namely protecting and improving the urban environment towards local and global sustainability, and contributing to good urban governance and local empowerment. The project also contributes to the wider policy of facilitating the LA21 process throughout Europe and is fully in accordance with the wider strategic policy objectives embodied in European environmental policy. Scientific objectives and approach: This project aims at generating broadly-based empirical material through recruiting150-250 European local authorities in 32 countries who have signed the Aalborg Charter in 1994 and are engaged in LA21, (i.e. committed to sustainable development planning) and by undertaking in-depth case research on new governance schemes implemented by local governments and management systems/instruments/tools applied for managing the city in an eco-efficient way. The first objective is to conduct a 'tele-guided, concerted Local Agenda 21 self-assessment' by the recruited European local authorities. The second objective is to evaluate LA21 in the participating local authorities with a view to developing new models of urban governance and eco-efficient urban management; this will lead to a European LA21 report. The third objective is to identify and disseminate best practices in urban governance and eco-efficient urban management with a target number of 20 case studies from at least 15 European countries. The fourth objective is to assess the functioning of the method of 'concerted self-assessment' and provide guidelines for its application resulting in a 'Local Agenda 21 Self-Assessment Manual'.

Das Projekt "Integriertes Konzept fuer die Grundwassersanierung" wird vom Umweltbundesamt gefördert und von UW Umweltwirtschaft - Wasser, Boden, Luft, Abfall - durchgeführt. Objective/Problems to be solved: Groundwater pollution in industrialised sites is a general problem in a variety of European cities. Most of them are located in river basins and use groundwater for water supply from local shallow aquifer systems. Within the last decades changes in land use and ownership have resulted in complex contamination patterns, such as heterogeneous distribution of contaminants, different contaminants and large subsurface areas. Industrial development and the need for groundwater conservation are in acute conflict. Today, large amounts of private and public money are spent to identify and assess point sources of contamination without being able to reliably quantify their impact on the groundwater quality; numerous remediation schemes are operated without an economical evaluation of their long-term performance. Throughout Europe numerous guidelines and directives exist at the national level, focussing on the characterisation and evaluation of individual sites - but none of the approaches is applicable to industrial regions as a whole. The INCORE approach supports the revitalisation of urban industrial land inline with the Aalborg Charter of European Cities and Towns Towards Sustainability. Major impacts deriving from contaminated land are groundwater contamination and restrictions to land use. INCORE emphasises the sustainable use of groundwater resources in line with the key objectives of EU water policy. Scientific objectives and approach: INCORE aims at providing a cost-efficient technical-administrative set of tools to optimise investigation, evaluation and management of contaminated groundwater and land in urban industrial areas, considering regional aspects such as complex land-use patterns, land-use specific contamination and the extent of urban industrial areas. This will allow the revitalisation of groundwater resources and soil in these areas. Innovation of current scientific, technical, economic and administrative methodologies will be tackled. INCORE focuses on the development and partial implementation of an new approach to contaminated land assessment and revitalisation in urban industrial areas comprising three cycles: (a) the investigation of groundwater contamination emission at the scale of entire sites, (b) the evaluation of the contamination source zones and (c) the development of emission oriented remediation strategies. The major advantage of the new approach is that the number of sites to be considered is reduced within each cycle. Furthermore cost-effective revitalisation measures could be implemented based on the level of tolerable groundwater emissions. To achieve the projects goals following deliverables have been defined which will deliver the necessary methods/tools for the implementation of the new cyclic approach: Application strategies and recommendations for investigation of contaminated groundwater and land in industrialised urban areas...

Nachhaltigkeit vor Ort

Nachhaltigkeit vor Ort Nachhaltigkeitsmodelle- und -konzepte werden in großer Vielfalt in Kommunen, Metropolregionen und Gemeinden, in Städten und auf dem Land kreativ erprobt und situationsgerecht gestaltet sowie in immer neuen Allianzen weiterentwickelt. Zunehmend und infolge begrüßenswerter Vernetzung wird dieses Erfahrungswissen geteilt und dadurch vermehrt. Nachhaltige Entwicklung ist ein kontinuierlicher Prozess und dieser Prozess muss den ständig neuen Herausforderungen gewachsen sein. Gerade vor Ort werden diese Dynamiken direkt im Alltag wahrnehmbar und wirkmächtig. Hier können sie passgenau aus dem regionalen Kontext heraus – mit den regionalen Spezifika –und mit dem Wissen um örtliche Fähigkeiten, Potenziale und Schwachstellen gemeistert werden. Sofern der entsprechende Gestaltungsspielraum erstens vorhanden, zweitens erkannt und drittens genutzt wird. Zielgerechtes Empowerment, Aufzeigen aller Handlungsspielräume und Mut machende Good Practises sind entsprechend wichtige Hebel. Dies gilt weltweit, wenn auf unterschiedlichem Einstiegsniveau, mit unterschiedlicher Intensität und aufgrund unterschiedlicher Treiber. Sowohl national als auch international gibt es zur nachhaltigen Entwicklung eine Fülle von Zusammenschlüssen und Netzwerken (beispielsweise Aalborg Charta, Convenant of Mayors, Friends of the Cities, Transition Towns). Auch auf der ⁠ UN ⁠-Nachhaltigkeitskonferenz in Rio 2012 und mit Verabschiedung der SDGs 2015 – hier v. a. SDG 11 – wurde die Rolle der Städte und Kommunen besonders anerkannt als entscheidende Handlungsebene. Die „Cities“ waren in Rio eine von neun „major groups“, eine offizielle Verhandlungsgruppe also, die am Abschlussdokument mit formulierte. Angesichts neuer gesellschaftlicher Entwicklungen (Beteiligungs- und Mitgestaltungswünsche, Belebung der Genossenschaftsidee, Debatten um Wohlstand, Lebensstil, Gemeinwohl und gesellschaftlichen Zusammenhalt) und Zielvereinbarungen wie das Pariser Klimaabkommen ist der integrative Ansatz über alle Ebenen von der UN bis zum Quartier zwingend und der Rio-Slogan „lokal handeln und global denken“ so aktuell wie nie.
