This data is being collected under Article 19 of the Governance Regulation. The Regulation’s aim is to help the EU reach its 2030 climate and energy targets by setting common rules for planning, reporting and monitoring. The Regulation also ensures that EU planning and reporting are synchronised with the ambition cycles under the Paris Agreement. Reporting is mandatory for EU Member States. Some information is only mandatory to report if the data is available.

Die Governance-Verordnung (VERORDNUNG (EU) 2018/1999) verpflichtet alle Mitgliedsstaaten nationale Energie und Klimapläne (NECPs) aufzustellen und ab dem 15.3.23 in zweijährigem Rhythmus entsprechende Fortschrittsberichte vorzulegen.. Das dazu geschaffene Berichtsformat erfordert i gemäß Anhang XVI der Durchführungsverordnung (EU) 2022/2299 verschiedene quantitative und qualitative Angaben zu den durch die Herstellung oder Verwendung von Biokraftstoffen, flüssigen Biobrennstoffen und Biomasse-Brennstoffen verursachten Umweltwirkungen auf die biologische Vielfalt, , die Verfügbarkeit und Qualität von Wasser und die Böden und die Luftqualität. Mit dem Vorhaben soll ein Verfahren entwickelt werden, dass die Erfüllung der Berichtspflicht gemäß der Verordnung (EU) 2018/1999 unter Berücksichtigung der in der Durchführungsverordnung (EU) 2022/2299 festgelegten Reporting Leitlinien der KOM gewährleistet. Dazu ist eine Bestandsaufnahme bestehender Indikatoren und Methoden zur Erhebung quantitativer und qualitativer Parameter solcher Umweltwirkungen vorzunehmen sowie deren Eignung zur Erfüllung der Berichtspflicht zu prüfen. Über eine Lückenanalyse ist der Bedarf für eventuelle weitere erforderliche Indikatoren, einer Harmonisierung der Daten sowie die Erfordernis für eine Aktualisierung und methodischer Ergänzungen zu ermitteln. Ein weiterer wichtiger Aspekt des Vorhabens ist , Konzepte zur regelmäßigen Abfrage entsprechender Daten auch für weitergehend Bedarfe zu erarbeiten und im Hinblick auf vorhandene Strukturen der Datenbereitstellung zu evaluieren. Das Vorhaben zielt auf eine Verstetigung des Verfahrens zur Erfüllung der Berichtspflicht.
