GovReg: Support to developing countries, 2020-present

This dataset provides data on how much financial, capacity building and technology support the EU Member States and other countries have either planned, committed, or provided to developing countries in relation to climate change mitigation or adaptation. The dataset holds further details on the provided support, e.g., the recipient of support, the financial instrument, the funding source, the concrete projects which benefited or the targeted sector. The Member States submit their data to the European Environment Agency (EEA) via the online platform Reportnet 3. Reporting is mandatory for EU Member States. Some information is only mandatory to report if the data is available. The data is then quality checked by DG CLIMA at the European Commission. DG CLIMA also performs aggregation of the data and combines them with other data sources (European Investment Bank, European Commission). This data is being collected under Article 19 of the Governance Regulation 2018/1999. The Regulation aims to help the EU meet its 2030 climate and energy targets by setting common rules for planning, reporting and monitoring. The Regulation also ensures that EU planning and reporting are synchronised with the ambition cycles under the Paris Agreement. Within the data download, there is an additional document providing detailed statistical metadata information on this dataset.

GovReg - Integrated Climate and Energy Policies and Measures (PaMs) [2024]

This database contains a number of integrated national climate and energy policies and measures (PaM) implemented or planned by European countries to reduce greenhouse gas emissions, and achieve climate and energy targets. This data is reported in accordance with the Governance Regulation (2018/1999) Articles 17 and 18. Most of these PaMs have been additionally reported to the European Commission via National Energy and Climate Plans (NECPs) or to the United Framework Convention on Climate Change (UNFCCC) Biennial Transparency Reports (BTR). Only Estonia, Ireland, Sweden updated their data in 2024. This dataset consists of the updated data for these countries and then the latest reported data from the other EU27 countries in 2023. This dataset only includes core reporting elements from Implementing Regulation 2020/1208 Annex XXIV and Implementing Regulation 2022/2299 Annex IX and not all additional energy related reported information as normally required under the National Energy and Climate Progress Reporting (NECPR) requirements - as this data is only mandated on a biennial basis.

Progress to targets for greenhouse gas (GHG) emissions and removals is a dataset under the National Energy and Climate Progress Reports (NECPRs), which is reported every second year (starting in 2023) by EU Member States. The dataset provides information regarding Member State's GHG and removals targets and progress in achieving them. The EEA collects and quality checks this data. The dataset links to data from GHG inventories and projections (also collected by the EEA), as well as Annual Emission Allocations (AEAs). This reporting obligation comes from the Governance Regulation 2018/1999, Implementing Regulation (EU) 2022/2299 (Annex I).

Integrated national climate and energy ‘policies and measures’ (PaMs) cover all actions which contribute to meeting the objectives of a country’s integrated national energy and climate plan (NECP). European countries are committed to adopting, implementing and planning policies, as well as taking the corresponding measures to achieve climate change mitigation and energy targets. These targets include reducing greenhouse gas (GHG) emissions, producing additional renewable energy, or reducing overall energy consumption. The dataset contains the adopted, implemented, and planned policies and measures by European countries to reduce greenhouse gas emissions, and achieve climate and energy targets. The data is reported in accordance with the Governance Regulation (2018/1999) Articles 17 and 18. The dataset includes information on the characteristics of PaMs, ex-ante and ex-post impacts of PaMs (where available), and the costs and benefits of PaMs (where available). Most of the PaMs in this dataset, have additionally been reported to the European Commission via National Energy and Climate Plans (NECPs) or to the United Framework Convention on Climate Change (UNFCCC) via Biennial Transparency Reports (BTR). This dataset includes both core reporting elements from Implementing Regulation 2020/1208 Annex XXIV and Implementing Regulation 2022/2299 Annex IX, as well as all additional energy related reported information required under the National Energy and Climate Progress Reporting (NECPR).

Progress to targets for renewable energy is a dataset under the National Energy and Climate Progress Reports (NECPRs), which is reported every second year (starting in 2023) by EU Member States. The dataset provides information regarding Member State's renewable energy shares and capacities. Most of the data are 'pre-filled' from Eurostat data on shares and capacities. The remaining data are collected and quality-checked by the EEA. This reporting obligation comes from the Governance Regulation 2018/1999, Implementing Regulation (EU) 2022/2299 (Annex II).

Ressortforschungsplan 2024, Entwicklung eines Verfahrens zur Abschätzung der Umweltauswirkungen bei der Herstellung und dem Einsatz von Biokraftstoffen, flüssigen Biobrennstoffen und Biomasse-Brennstoffen - Zusammenstellung der Datengrundlagen zwecks Erfüllung der Berichtspflicht nach Anhang XVI Tabelle 5 im Rahmen des NECPR

Die Governance-Verordnung (VERORDNUNG (EU) 2018/1999) verpflichtet alle Mitgliedsstaaten nationale Energie und Klimapläne (NECPs) aufzustellen und ab dem 15.3.23 in zweijährigem Rhythmus entsprechende Fortschrittsberichte vorzulegen.. Das dazu geschaffene Berichtsformat erfordert i gemäß Anhang XVI der Durchführungsverordnung (EU) 2022/2299 verschiedene quantitative und qualitative Angaben zu den durch die Herstellung oder Verwendung von Biokraftstoffen, flüssigen Biobrennstoffen und Biomasse-Brennstoffen verursachten Umweltwirkungen auf die biologische Vielfalt, , die Verfügbarkeit und Qualität von Wasser und die Böden und die Luftqualität. Mit dem Vorhaben soll ein Verfahren entwickelt werden, dass die Erfüllung der Berichtspflicht gemäß der Verordnung (EU) 2018/1999 unter Berücksichtigung der in der Durchführungsverordnung (EU) 2022/2299 festgelegten Reporting Leitlinien der KOM gewährleistet. Dazu ist eine Bestandsaufnahme bestehender Indikatoren und Methoden zur Erhebung quantitativer und qualitativer Parameter solcher Umweltwirkungen vorzunehmen sowie deren Eignung zur Erfüllung der Berichtspflicht zu prüfen. Über eine Lückenanalyse ist der Bedarf für eventuelle weitere erforderliche Indikatoren, einer Harmonisierung der Daten sowie die Erfordernis für eine Aktualisierung und methodischer Ergänzungen zu ermitteln. Ein weiterer wichtiger Aspekt des Vorhabens ist , Konzepte zur regelmäßigen Abfrage entsprechender Daten auch für weitergehend Bedarfe zu erarbeiten und im Hinblick auf vorhandene Strukturen der Datenbereitstellung zu evaluieren. Das Vorhaben zielt auf eine Verstetigung des Verfahrens zur Erfüllung der Berichtspflicht.

GovReg: Approximated estimates for greenhouse gas emissions, 2024

The Governance Regulation ((EU) 2018/1999) requires Member States to annually report approximated greenhouse gas inventories by 31 July. A Union approximated greenhouse gas inventory is annually compiled on the basis of the Member States’ approximated greenhouse gas inventories or, if a Member State has not communicated its approximated inventories by that date, on the basis of own estimates.
