Research question: Agri-environment schemes play an increasingly important role in European CAP (Common Agricultural Policy) to support biodiversity and environment in agricultural landscapes. They have been implemented since 1992 and now cost a yearly 1.7 billion Euro. Still, there is no conclusive evidence that these schemes actually do contribute to the conservation of particularly biodiversity. The primary objective of this project is to evaluate the (cost-) effectiveness of European agri-environment schemes in protecting biodiversity and to determine the primary processes that determine their effectiveness. This project furthermore aims to determine how CAP may be introduced in candidate EU-members without unacceptable loss of biodiversity. It will provide simple guidelines how researchers, governmental authorities may efficiently evaluate agri-environmental measures. Aim: Agri-environment schemes have been used to protect biodiversity and environment in agricultural areas since 1992. Their effectiveness has never been reliably evaluated. This project aims to evaluate the (cost-)effectiveness of agri-environment schemes with respect to biodiversity conservation in five European countries. It will determine the proper scales that have to be addressed for conservation efforts for a range of species groups. It will determine the most important environmental factors that influence the effectiveness of the schemes. Based on this, recommendations will be made how the effectiveness of schemes may be improved and simple guidelines will be produced how ecological effects of agri-environment schemes can be evaluated efficiently by governmental authorities or other institutions. The ecological effects of the introduction of CAP in a candidate EU-member will be investigated to reduce negative side effects of anticipated land-use changes Scientific methods: We will examine the effectiveness of agri-environment schemes by surveying pairs of fields: a field with an agri-environment scheme and a nearby field that is conventionally managed. In five countries, in each country in three areas, and in each area on seven pairs of fields the species richness of birds, plants and three insect groups (pollinators, herbivores, predators) will be determined. Effects of schemes on pollination efficiency and pest control will be examined using indicator communities. Correlative studies will examine the effects of landscape structure, land-use intensity and species pool on the effectiveness of agri-environmental measures. The spatial scale that is relevant to nature conservation efforts will be investigated via the spatial distribution of species groups. The results will be used to formulate recommendations how to improve the effectiveness of agri-environment schemes and to construct a set of simple guidelines how schemes can be evaluated efficiently yet reliably.

Folgende Qualifikationsarbeiten sind Bestandteil des Projekts: - Tapping two sources: Farmers conjunctive use of groundwater and surface water in North West China (Bearbeitung: Eefje Aarnoudse) - The land and water nexus in a transition context: the case of Tajikistan (Bearbeitung: Frederike Gehrigk) - Too much but not enough: Issues of water management in Albania (Bearbeitung: Klodjan Rama).
The project aims to theorize the scalar organization of natural resource governance in the European Union. This research agenda is inspired by critical geographers' work on the politics of scale. The research will examine an analytical framework derived from theories of institutional change and multi-level govern-ance to fill this theoretical gap. Furthermore, it will review conceptualizations of the state in institutional economics, evaluate their adequacy to capture the role of the state in the dynamics identified, and develop them further. The described processes may imply shifts in administrative levels, shifts in relations between different levels and changes in spatial delimitations of competent jurisdictions that result, for example, from decentralization or the introduction of river basin oriented administrative structures. The research investigates the implications of two European Directives: the Water Framework Directive (WFD) and the Marine Strategy Framework Directive (MSFD). They both have potentially great significance for the organization of marine and water governance at the level of Member States and below, and adhere to similar regulatory ideas for achieving good ecological status of waters. A multiple case study on changes in the scalar reorganization of marine and water governance that result from the implementation of the Directives will be carried out. It will rely on qualitative and quantitative data gathering based on semi-structured interviews and review of secondary and tertiary sources looking at Portugal, Spain, and Germany. It specifically addresses the role of social ecological transactions, the structure of decision making processes and the role of changes in contextual factors (such as ideologies, interdependent institutions and technology).
The German dairy value chain is subject to profound structural change resulting in increasingly dominant agents at all stages of the chain, i.e. at the farm level, at the processors' level and at the retailers' level. In particular, the consolidation of retailers has increased retailers' bargaining power vis-à-vis their suppliers. Against this background, the overall objective of this subproject is to analyze the structural change in the dairy sector, particularly at the processors' level, by taking into account firms' strategic interactions along the entire dairy value chain. So far, there exists no theoretical workhorse model that allows for the analysis of interdependencies in a three-layer structure where imperfect competition is considered at all three stages. We aim to close this gap to understand how an increasingly dominant retail industry influences strategic decisions at the dairy processors' level which, in turn, may affect dairy farmers. Building upon a three-layer approach, we first examine whether processors have merger incentives to counter the retailers' bargaining power. We then analyze the differences between cooperatives and for-profit firms concerning their decision on product quality and the number of dairy suppliers. Finally, we assess the implications for upstream farmers which rounds off the picture of structural change in the German dairy sector.
Since 2004, the International Surface Ocean - Lower Atmosphere Study (SOLAS) project is an international research initiative aiming to understand the key biogeochemical-physical interactions and feedbacks between the ocean and atmosphere. Achievement of this goal is important to understand and quantify the role that ocean-atmosphere interactions play in the regulation of climate and global change. SOLAS celebrated its 10 year anniversary in 2014. In the first decade, the SOLAS community has accomplished a great deal towards the goals of the original Science Plan & Implementation Strategy and Mid-term Strategy (Law et al. 2013) as highlighted by the open access synthesis book on 'Ocean Atmosphere Interactions of Gases and Particles' edited by Liss and Johnson and the synthesis article in Anthropocene from Brévière et al. 2015. However there are still major challenges ahead that require coordinated research by ocean and atmospheric scientists. With this in mind, in 2013, SOLAS has started an effort to define research themes of importance for SOLAS research over the next decade. These themes form the basis of a new science plan for the next phase of SOLAS 2015-2025. SOLAS being a bottom-up organisation, a process in which community consultation play a central role was adopted. After two sets of reviews by our four sponsors (SCOR, Future Earth, WCRP and iCACGP), the SOLAS 2015-2025 Science Plan and Organisation (SPO) was officially approved.
