BACKGROUND: The Kingdom of Jordan belongs to the ten water scarcest countries in the world, and climate change is likely to increase the frequency of future droughts. Jordan is considered among the 10 most water impoverished countries in the world, with per capita water availability estimated at 170 m per annum, compared to an average of 1,000 m per annum in other countries. Jordan Government has taken the strategic decision to develop a conveyor system including a 325 km pipe to pump 100 million cubic meters per year of potable water from Disi-Mudawwara close to the Saudi Border in the south, to the Greater Amman area in the north. The construction of the water pipeline has started end of 2009 and shall be finished in 2013. Later on, the pipeline could serve as a major part of a national water carrier in order to convey desalinated water from the Red Sea to the economically most important central region of the country. The conveyor project will not only significantly increase water supplies to the capital, but also provide for the re-allocation of current supplies to other governorates, and for the conservation of aquifers. In the context of the Disi project that is co-funded by EIB two Environmental and Social Management Plans have been prepared: one for the private project partners and one for the Jordan Government. The latter includes the Governments obligation to re-balance water allocations to irrigation and to gradually restore the protected wetlands of Azraq (Ramsar site) east of Amman that has been depleted due to over-abstraction by re-directing discharge of highland aquifers after the Disi pipeline becomes operational. The Water Strategy recognizes that groundwater extraction for irrigation is beyond acceptable limits. Since the source is finite and priority should be given to human consumption it proposes to tackle the demand for irrigation through tariff adjustments, improved irrigation technology and disincentive to water intensive crops. The Disi aquifer is currently used for irrigation by farms producing all kinds of fruits and vegetables on a large scale and exporting most of their products to the Saudi and European markets and it is almost a third of Jordan's total consumption. The licenses for that commercial irrigation were finished by 2011/12. Whilst the licenses will be not renewed the difficulty will be the enforcement and satellite based information become an important supporting tool for monitoring. OUTLOOK: The ESA funded project Water management had the objective to support the South-North conveyor project and the activities of EIB together with the MWI in Jordan to ensure the supply of water for the increasing demand. Native plants and mycorrhizal fungi in wind erosion control in the Kailash-Manasarovar region (Tibet, China)

We study the effects of plants and root-associated fungi on wind erosion within the alpine environment of Tibet. China is one of the countries most affected by desertification processes and Tibet, in particular, a key region in desertification combat. The presented project focuses on the Barkha Plain surrounded by Mount Kailash and the Lake of Manasarovar (Ngari Prefecture). This Western Tibet region experienced little scientific attention but, nowadays, faces rapidly increasing touristic activities and expanding local settlements associated with socio-economic changes that are serious threats to the delicate ecological balance and potential triggers of desertification. It exists almost unanimous agreement that revegetation is the most efficient and promising strategy to combat wind erosion and desertification in the long term. However, re-colonising success is often poor, mainly under extreme environmental conditions. Compared to conventional practices, the approach of the presented project attains better accordance with natural succession processes and promises acceleration of both plant and soil development and, conclusively, more efficient desertification control. The project assesses the potential of native plants and symbiotic fungi to control wind erosion and desertification processes. It aims to identify key plants and fungi that increase soil aggregate stability and efficiently drive succession into a natural and self-maintaining cycle of the ecosystem. Furthermore, it provides crucial information for implementing environmentally compatible and cost-effective measures to protect high-elevation ecosystems against desertification. Within three successional stages (early, intermediate, late), field investigations are performed on the basis of Modified-Whittaker plots. Classic methods of vegetation analysis and myco-sociology are combined with analysis of distribution patterns at different scales (patchiness, connectivity). Comprehensive soil analysis is performed comprising grain size distribution, aggregate stability, pH as well as water and nutrient contents. Additionally, important parameters of wind erosion are measured concurrently and continuously to assess their magnitude and variability with respect to vegetation and soil at different levels of development. The parameters addressed, include sediment transport, air temperature, radiation, precipitation, relative humidity as well as speed and direction of wind. Surface moisture is recorded periodically and roughness described. Species and environmental parameters are checked for spatial correlation. Cutting edge technologies are applied in laboratory work, comprising molecular methods for fungal species identification and micro-tomography to analyse soil structure. Furthermore, successfully cultivated fungi and plants are subject of synthesis experiments and industrial propagation in view of practical implementation in restoration measures.

Kommunales Informationssystem Holzbau - Modell zur Quantifizierung und Darstellung von Treibhausgas-Einsparpotenzialen durch stoffliche Holzverwendung in Kommunen, Teilvorhaben 1: Methodische Entwicklung

Die Bundesregierung hat hohe Ziele für den Klimaschutz bis 2045 beschlossen. Der Gebäudebestand verursacht etwa 30% aller Treibhausgase und soll daher bis 2045 klimaneutral werden. Aufgrund der langjährigen Nutzungsdauer der Gebäude stellen sich Effekte nur langsam ein und deshalb müssen Anpassungen ab sofort in die Planungsprozesse eingespeist werden. Die Umsetzung von Klimaschutzstrategien und Klimaschutzmaßnahmen auf kommunaler Ebene im Gebäudebestand muss zukünftig in enger Abstimmung mit den Zielen der kommunalen Bauleitplanung erfolgen. Dies stellt die Kommunen vor große Herausforderungen. Das hier dargestellte Klimaschutzprojekt 'Kommunales Informationssystem Holzbau (Holzbau-KIS)' hat als Ziel, das Potenzial einer stofflichen Nutzung von Holzprodukten im Bauwesen als zusätzliche Klimaschutzmaßnahme für Kommunen darzustellen und praktisch handhabbar zu machen. In verschiedenen Szenarien werden realisierbare Potenziale für THG-Einsparungen durch Bauen und Sanieren mit Holz projiziert. Bereits existierende Ansätze für Neubau und Sanierung sollen um weitere Szenarien ergänzt und auf ausgewählte Nichtwohngebäude ausgeweitet werden. Die Ergebnisse zeigen sowohl die Kohlenstoffspeicherung im Holzwerkstoff als auch das Substitutionspotenzial durch den Ersatz von Bauteilen in mineralischer Bauweise durch Holzkonstruktionen. Das Holzbau-KIS soll ein praxisnahes, webbasiertes Planungs- und Kommunikationstool werden, das es den Kommunen in Selbstverwaltung ermöglicht, die THG-Einsparungen durch den Einsatz von Holz als Baumaterial in kommunale Klimaschutzkonzepte zu integrieren. Das Teilvorhaben der RUB befasst sich mit der methodischen Erweiterung und der fachlichen thematischen Ergänzung der bestehenden Konzepte für die drei kommunalen Pilotanwendungen. Außerdem soll die Erstellung eines Transferkonzepts zur Übertragung auf weitere Kommunen begleitet werden und bspw. methodische, aber auch organisatorische Aspekte eines Betriebs des Tools bei einer Kommune beleuchten.

Energetischer Zustand des Hamburger Gebäudebestandes - Flächendeckende Erhebung und Kartierung

Für die Freie und Hansestadt Hamburg erstellte Ecofys eine umfangreiche Studie zum aktuellen Wärmebedarf des Gebäudebestandes. Im Rahmen dieser Untersuchung wurde die Hamburger Gebäudetypologie aktualisiert und um eine Typologie für Nicht-Wohngebäude erweitert. Zur Ermittlung des Ist-Zustandes und der Bedarfsentwicklung wurden zahlreiche Datensätze zu energetischen Kennwerten, Modernisierungsstand, Sanierungsstand, Energieverbräuche, Versorgungsstruktur, etc. in ein geographisches Informationssystem (GIS) eingepflegt. Die Ergebnisse der Auswertungen lassen nicht nur Rückschlusse auf den Ist-Zustand und die Bedarfsentwicklung zu, sondern sind ein wesentliches Instrument für die strategische Planung der künftigen Wärmeversorgung und die Möglichkeiten der Energieeinsparung im Gebäudebereich.

Ecological valuation of crop pollination in traditional Indonesian homegardens

Traditional Indonesian homegardens harbour often high crop diversity, which appears to be an important basis for a sustainable food-first strategy. Crop pollination by insects is a key ecosystem service but threatened by agricultural intensification and land conversion. Gaps in knowledge of actual benefits from pollination services limit effective management planning. Using an integrative and agronomic framework for the assessment of functional pollination services, we will conduct ecological experiments and surveys in Central Sulawesi, Indonesia. We propose to study pollination services and net revenues of the locally important crop species cucumber, carrot, and eggplant in traditional homegardens in a forest distance gradient, which is hypothesized to affect bee community structure and diversity. We will assess pollination services and interactions with environmental variables limiting fruit maturation, based on pollination experiments in a split-plot design of the following factors: drought, nutrient deficiency, weed pressure, and herbivory. The overall goal of this project is the development of 'biodiversity-friendly' land-use management, balancing human and ecological needs for local smallholders.

Möglichkeiten für ein ökologisch nachhaltiges Landschafts- und Wildtiermanagement auf der Grundlage eines regionalen Arten- und Biotopschutzprogramms in der Türkei

Die Türkei verfügt bis heute über kein abgestimmtes und wirkungsvolles naturschutzfachliches Instrumentarium zu Schutz und Erhalt der hohen landeseigenen Biodiversität. Weder gibt es ein verbindliches Naturschutzgesetz, aus dem sich zielführende Planungs- und Managementgrundlagen für Natur- und Landschaftsschutz ableiten und begründen lassen, noch sind dafür die erforderlichen systematischen und flächendeckenden Inventuren vorhanden. Auch ein landesweites Landschaftsprogramm, das die Rahmenziele des Naturschutzes absteckt, oder gar ein konsistentes Arten- und Biotopschutzprogramm fehlen. Das Dissertationsprojekt soll beispielhaft für die Region Ostantalya (Südtürkei) ein solches Arten- und Biotopschutzprogramm erarbeiten sowie die dafür erforderlichen Inventuren und die Verarbeitung vorhandener Daten konzipieren und durchführen. Ziel des Projektes ist es, damit die konzeptionellen und methodischen Grundlagen für eine landesweite Naturschutzstrategie und -politik der Regionen zu legen und diese durch das konkrete Beispiel anschaulich und umsetzungsorientiert zu illustrieren. Basierend auf dem Konzept der differenzierten Bodennutzung wird dabei einer flächendeckenden Naturschutzstrategie mit abgestuften Schutz- und Nutzungsintensitäten gefolgt.

Sondergutachten - Klimaschutz als Weltbürgerbewegung

Der 5. Sachstandsbericht des Weltklimarates (IPCC) macht unmissverständlich klar: Inakzeptable Klimafolgen, die sich jenseits der 2°C-Leitplanke häufen dürften, können nur vermieden werden, wenn der weitere Anstieg der Treibhausgaskonzentration so bald wie möglich gestoppt wird. Der WBGU empfiehlt daher, die CO2-Emissionen aus fossilen Energieträgern bis spätestens 2070 auf Null zu senken. Dies ist ein ebenso ehrgeiziges wie prägnantes Politikziel, denn jedes Land, jede Kommune, jedes Unternehmen und jeder Bürger müssen die Null schaffen , wenn die Welt als Ganzes klimaneutral werden soll. Die 2°C-Linie kann allerdings nur gehalten werden, wenn zahlreiche Akteure - insbesondere die OECD-Staaten - schon deutlich früher ihre Emissionen herunterfahren. Der Weltgesellschaft als Ganzes steht ein eng begrenztes Kohlenstoffbudget zur Verfügung, so dass der Scheitelpunkt der Emissionen möglichst bis 2020, auf alle Fälle aber in der dritten Dekade erreicht werden sollte. Der WBGU umreißt in diesem Gutachten eine Doppelstrategie für den globalen Klimaschutz, die auf das Zusammenspiel von Multilateralismus und Zivilgesellschaft setzt. Dafür sollte zum einen das für Ende 2015 angestrebte Pariser Klimaabkommen bestimmte Merkmale aufweisen, die der Beirat benennt. Insbesondere sollte ein Prozess vereinbart werden, der die Einhaltung der 2°C-Leitplanke sicherstellt. Zum anderen sollten alle gesellschaftlichen Akteure ihre spezifischen Beiträge zur Dekarbonisierung leisten. So kann eine verschränkte Verantwortungsarchitektur für die Zukunft unseres Planeten entstehen, in der vertikales Delegieren und horizontales Engagieren keinen Gegensatz bilden, sondern sich wechselseitig verstärken.

Modes of vector transmission of Cherry leaf roll virus (CLRV) - molecular basis and potential arthropod vector species

Cherry leaf roll virus (CLRV) is a plant pathogen of economic and ecologic importance. It is globally distributed in a wide range of forest, fruit, and ornamental trees and shrubs. In several areas of cherry and walnut production CLRV causes severe losses in yield and quality. With current reference to the rapid dissemination and strong symptom expression in Finnish birches and the Germany-wide distribution of CLRV in birches and elderberry, we continuously investigate and gradually reveal CLRV transmission pathways as by pollen, seeds or water. However, modes and interactions responsible for the wide intergeneric host transmission as well as for the exceptional CLRV epidemic in Fennoscandia still remain unknown. In this project systematic studies shall investigate biological vectors as a causal agent to finally derive control mechanisms and strategies to avoid new epidemics in different hosts and geographic regions. Detailed monitoring of the invertebrate fauna of birch stands/forests and elderberry plantations in Germany and Finland shall reveal potential vectors to subsequently study them in detail by approved virus detection methods and transmission experiments. Molecular analyses of the CLRV coat protein shall prove its role as a viral determinant for a virus/vector interaction. Consequently, this project essentially will contribute important answers on the CLRV epidemiology, and this will be a key element within the first network of research on plant viral pathogens in forest trees.

IWaTec - Integrated Water Technologies

Egypt passed a revolution and changed its political system, but many problems are still lacking a solution. Especially in the field of water the North African country has to face many challenges. Most urgent are strategies to manage the limited water resources. About 80% of the available water resources are consumed for agriculture and the rest are for domestic and industrial activities. The management of these resources is inefficient and a huge amount of fresh water is discarded. The shortage of water supply will definitely influence the economic and cultural development of Egypt. In 2010, Egypt was ranked number 8 out of 165 nations reviewed in the so-called Water Security Risk Index published by Maplecroft. The ranking of each country in the index depends mainly on four key factors, i.e. access to improved drinking water and sanitation, the availability of renewable water and the reliance on external supplies, the relationship between available water and supply demands, and the water dependency of each countrys economy. Based on this study, the situation of water in Egypt was identified as extremely risky. A number of programs and developed strategies aiming to efficiently manage the usage of water resources have been carried out in the last few years by the Egyptian Government. But all these activities, however, require the availability of trained and well-educated individuals in water technology fields. Unfortunately, the number of water science graduates are decreasing and also there are few teaching and training courses for water science offered in Egypt. However, there is still a demand for several well-structured and international programs to fill the gap and provide the Egyptian fresh graduates with the adequate and up-to-date theoretical and practical knowledge available for water technology. IWaTec is designed to fill parts of this gap.

Nationale und internationale Hochwasserschutzpolitik am Rhein. Eine Mehrebenen-Politikfeldanalyse

Die Hochwasserereignisse im Dezember 1993 und Januar 1995 am Rhein, Juli/August 1997 an der Oder sowie im August 2002 an der Elbe und die hervorgerufenen Schäden haben in Deutschland zu der Erkenntnis geführt, dass baulich-technische Hochwasserschutzmaßnahmen nicht ausreichen, sondern dass ein vorsorgeorientiertes, die Ziele einer dauerhaft umweltgerechten Entwicklung verfolgendes Hochwassermanagement erforderlich ist. Dazu zählen der technische Hochwasserschutz, die weitergehende Hochwasservorsorge und die Flächenvorsorge zum natürlichen Rückhalt als vorbeugender Hochwasserschutz. Allerdings treten Defizite bei der Operationalisierung dieser politischen Ziele und Strategien auf der Umsetzungsebene auf. Es bleibt bisher die Frage unbeantwortet, ob es sich dabei um Regelungs- oder Vollzugsdefizite handelt. Das Forschungsvorhaben am Institut für Forst- und Umweltpolitik verfolgt das Ziel, die Bedingungen für die Implementation von existierenden politischen Initiativen zum vorbeugenden Hochwasserschutz zu untersuchen. Bedeutsam für die Untersuchung ist dabei die Betrachtung von Akteuren der verschiedenen politischen Ebenen und Sektoren im Durchführungsprozess, deren Kommunikations- und Machtstrukturen sowie der eingesetzten Instrumente, um hieraus Erkenntnisse über die politische Steuerung und deren Wirkung gewinnen zu können. Die Politikfeldanalyse sieht den Vergleich der Hochwasserschutzpolitik der Bundesländer Nordrhein-Westfalen, Rheinland-Pfalz und Baden-Württemberg vor und wird unter Verwendung von Methoden der qualitativen Sozialforschung durchgeführt. Im Ergebnis sollen Effizienzfaktoren ermittelt und schließlich Handlungsempfehlungen für die Implementation von ressort- und grenzübergreifenden Planungsprozessen in komplexen politischen Systemen abgeleitet werden.
