The EU Climate Policy Tracker (EU CPT) presents up-to-date developments in climate and energy policies in the EU-27. Although government policy is the single most influential driver behind the fight against climate change, there is limited information about the status of the policies that influence increases or decreases in emissions. The EU Climate Policy Tracker (EU CPT) is intended to bridge this gap. The project holds two references in focus at the same time: a 2050 goal of near total decarbonisation, and our current policy trajectory. A uniquely developed scoring method, modelled on appliance efficiency labels (A-G), gives an indication of how Member States are doing compared to a low-carbon policy package. This results in aggregated scores, supported with a rich background of information, for all Member States, at EU level, and for different economic sectors. The project is intended to be a resource for those seeking information, a means of sharing best practice, and a way of holding policymakers to account. In 2011 we updated our initial rating from November 2010. The findings of 2010 showed that the average score across the EU was an E, indicating that the level of effort needed to treble to be on track to reach the 2050 vision. Looking at the developments in 2011, we can see that there has been considerable activity in many countries, though the overall scoring has generally remained constant: positive actions are counteracted by negative developments or budget cuts. This dataset provides data on how much financial, capacity building and technology support the EU Member States and other countries have either planned, committed, or provided to developing countries in relation to climate change mitigation or adaptation. The dataset holds further details on the provided support, e.g., the recipient of support, the financial instrument, the funding source, the concrete projects which benefited or the targeted sector. The Member States submit their data to the European Environment Agency (EEA) via the online platform Reportnet 3. Reporting is mandatory for EU Member States. Some information is only mandatory to report if the data is available. The data is then quality checked by DG CLIMA at the European Commission. DG CLIMA also performs aggregation of the data and combines them with other data sources (European Investment Bank, European Commission). This data is being collected under Article 19 of the Governance Regulation 2018/1999. The Regulation aims to help the EU meet its 2030 climate and energy targets by setting common rules for planning, reporting and monitoring. The Regulation also ensures that EU planning and reporting are synchronised with the ambition cycles under the Paris Agreement. Within the data download, there is an additional document providing detailed statistical metadata information on this dataset.

This report is an update of the country profiles that ECOFYS has produced together with national experts since 2004. They contain detailed information about policies applied in the electricity, heat and transport sector as well as deployment and potential data. The core objective of the project led by FRAUNHOFER-ISI is to assist Member State governments in implementing the Renewable Energy Directive and to guide a European policy for RES in the mid- to long-term.
