City gold - metal stocks with a future

The project "KartAL III - Mapping of the Anthropogenic Stock III", commissioned by the Federal Environment Agency, focuses on the recovery options and expected material flows of seven metals and its alloys. In order to significantly improve the circular economy through urban mining in Germany, the potentials, approaches and success factors of relevant stakeholders identified in the project were compiled in a guide. Urban mining

Urban Mining has been on everyone's lips for some years, being the quasi-mining of raw materials in urban areas both in cities and communities. Urban Mining requires more and better guidelines and a far-sighted strategy for material flow management. A management concept including a prospective knowledge and decision base for the secondary raw material industry and for local governments is needed. Through this brochure, the German Environment Agency wishes to convey a common understanding of Urban Mining and to encourage its steady progress by using this strategic approach. Aufkommen und Verwertung von Verpackungsabfällen in Deutschland im Jahr 2011

Nach der EU-Richtlinie 94/62/EG über Verpackungen und Verpackungsabfälle vom 20.12.1994 in Verbindung mit der Änderungsrichtlinie 2004/12/EG vom 11.02.2004 sind die EU-Mitgliedstaaten verpflichtet, jährlich über Verbrauch und Verwertung von Verpackungen zu berichten. Der Bericht hat auf der Grundlage der Entscheidung der Kommission vom 22.03.2005 zur Festlegung der Tabellenformate zu erfolgen (2005/270/EG).<BR>Die Studie bestimmt die in Deutschland in Verkehr gebrachte Menge an Verpackungen (Verpackungsverbrauch) für die Materialgruppen Glas, Kunststoff, Papier, Aluminium, Weißblech, Verbunde, Sonstiger Stahl, Holz und Sonstige Packstoffe. Zur Verbrauchsberechnung wurden neben der in Deutschland eingesetzten Menge von Verpackungen auch die gefüllten Exporte und die gefüllten Importe ermittelt. Aus der in Verkehr gebrachten Menge von Verpackungen wurde die Menge der in Deutschland abfallrelevanten Verpackungsabfälle berechnet, da z.B. Mehrweg- und langlebige Verpackungen erst in Folgeperioden entsorgt werden.<BR>Zur Bestimmung der Verwertungsmengen und Verwertungswege wurden die vorliegenden Daten von Verbänden, der Entsorgungswirtschaft und der Umweltstatistik systematisch zusammengetragen und dokumentiert.<BR>Im Ergebnis wurden im Jahr 2011 16,49 Mio. t Verpackungen verbraucht und fielen als Abfall an. Gegenüber dem Bezugsjahr 2010 hat der Verpackungsverbrauch damit um 3,0 % zugenommen. Insgesamt wurden 15,97 Mio. t verwertet, davon 11,83 Mio. t stofflich und 4,14 Mio. t energetisch. Zusätzlich wurden 1,88 Mio. t aus dem Ausland importierte Verpackungsabfälle in Deutschland verwertet.<BR>Quelle: Forschungsbericht

The use of natural resources

Germany made a commitment to the conservation of natural resources through the Resource Efficiency Programme (ProgRess). The German Environment Agency supports the implementation of ProgRess through a range of measures, including the production of this report on the use of natural resources in Germany, which is being published for the third time after 2016 and 2018. The report analyses new figures on the interrelationships of raw material extraction, raw material trade, the role of the economy and consumption. Opportunities and limits of recycling in the context of the circular economy

In addition to environmental and climate policy objectives, the Circular Economy is also essential for strengthening the security of supply and for achieving further economic and socio-economic goals. Recycling is one of the key factors along with a range of other approaches and strategies (e.g., longevity, Intensity of use, and the sharing economy). In order to assess the contribution and the limits of recycling for sustainable resource use and climate protection, there is a need for a clear definition of the assessment framework and system boundaries, as well as for precisely formulated calculation approaches and indicators. In this paper, the Resource Commission at the German Environment Agency (KRU) summarizes the current state of knowledge on recycling and recommends possible indicators with a focus on metals, which play a key role in the energy transition and for climate protection. Sewage sludge disposal in the Federal Republic of Germany

The novel sewage sludge ordinance entered into force on 03/10/2017. Therefore for wastewater treatment plants with more than 100,000 respectively 50,000 populations equivalents the utilization of sewage sludge on soil is only possible until 2029 respectively 2032. Afterwards phosphorus recovery is mandatory for sludge with minimum 20 g phosphorus/ kg as well as for sewage sludge ashes. Even now most of the approximately 1.8 mil. tons of municipal sewage sludge is not used for agricultural purposes but is treated thermal in mono- and co-incineration plants. Transboundary waste shipments and the new plastic inputs

Against the background of the new entries for plastic waste, as implemented into EU-law since 1.1.2021, this implementation guide is aimed at all companies or institutions that deal with plastic waste on a crossborder basis. In particular, this includes waste producers, waste handlers such as sorters and recyclers, transporters and enforcement and control authorities. It is an aid to the correct classification of the new plastic entries in accordance with the VVA and the handling in practice of the definitions explained in more detail in Correspondents' Guidelines No. 12.
