Around €47 billion of the costs incurred by car traffic are not covered by the taxes and duties currently levied. Therefore road user charging systems are appropriate. Veröffentlicht in Hintergrundpapier.
In Germany, ensuring water supply is a mandatory duty of the state. Responsibility lies with the municipalities, which can use a range of organisational and legal forms to comply with this duty. Applied to the abstracted water volumes this means that the public water supply abstracted around 5,1 billion cubic meters of water to supply the population with drinking water. Groundwater reserves are the most important source of drinking water. In Germany, ensuring water supply is a mandatory duty of the state. Responsibility lies with the municipalities, which can use a range of organisational and legal forms to comply with this duty. A total of 10 billion cubic meters of waste water was treated in public sewage plants in 2010, almost exclusively through biological waste water treatment.

The principles for further developments in radiation protection outlined here were drawn up by the Federal Office for Radiation Protection (BfS) in close agreement with the Federal Min-istry for the Environment (BMU). Under these principles, BfS, as the higher federal authority responsible for radiation protection, for the first time documents comprehensively its own basic positions and perspectives on radiation protection, especially in Germany. The basic principles contain objectives and perspectives for nationwide radiation protection, which are based on a summary of current radiation protection principles. These form the basis of orien-tation and planned action frameworks, which is suited to helping to establish transparently and comprehensibly the content of the future scope of duties of BfS as regards the continued development of radiation protection, based on the formulation of clear aims.
General Information: With the ongoing attempt of the European Commission to reduce CO2 emission and protection of the environment, renewable energies will become more and more important. It is not unlikely that renewables will supply 20 - 50 per cent of the global energy demand in the middle of the next century. Integration of such a large amount of renewable energy in the current grid will however cause several problems due to the irregular output. The more remote the point of connection is from the source to the low voltage grid, the greater the disturbance in the network caused by these fluctuations. Modern turbines use the flywheel effect of the rotor to avoid the sudden large step-changes in output to the local network. More efficient use of the generated power can be made if an energy storage device is used. Photovoltaic cells present an even larger problem due to the larger and more frequent fluctuations in output. A recent study showed that increasing the share of photovoltaic energy above 2.2 per cent would present problems to the Dutch grid. Energy storage combined with renewables would increase the 'firmness' of the renewables supply and would decrease the need to connect them to a strong high voltage grid. The energy storage device could act as a power quality improvement device, importing power of whatever quality and exporting power of assured quality into the grid. Electromechanical energy storage in flywheels is a very good option for short term storage of renewable energies such as mentioned above. The benefits of flywheels over batteries are that flywheels are more compact (higher energy storage density) and they can be discharged totally on a regular duty cycle without causing damage to the system or foreshortening of the useful life. Flywheels furthermore require little maintenance offer no environmental emission as compared to batteries. The flywheel systems developed for a similar purpose in previous European projects had a maximum power up to 50 kW. With the increased power of wind turbines and the large fluctuations in photovoltaic energy there will be a strong need for a high power flywheel system. Since up scaling of the smaller systems is not possible because of several technical difficulties, a new system with a high power converter controller with very good power quality has to be designed. The objective of this project is the development of a modular high power flywheel energy storage system (more than fourfold the power and triple the energy content compared to existing flywheels) to control, store and release, the renewable energy supplied to the grid (figure 2). The system will be integrated in the electricity net in cooperation with the Dutch electrical utility (NUON). ... Prime Contractor: KEMA Nederland BV, Inspection Technology; Arnhem; Netherlands.
Development and revision of existing technical approaches and methodologies in the field of contamination of groundwater and soil will be one of their major tasks of the national environmental protection agencies within the next few years. This is due to the implementation of various European policies as the Water framework Directive, a proposal of Directive on Environment Liability and the Communication on Soil Protection. With a series of 2 workshops and a final conference JOINT will prepare the ground for this duties on technical basis. Representative planners/developers will contribute to these events, concluding in a comprehensive technical approach. JOINT will focus on the following objectives as -diffusion of current R und D results to a larger community than those involved in current networks, in particular municipalities, regions, and reclamation companies -updating of the technical approaches developed in previous networks and on national basis, -stimulate cooperation for applied research, in e.g. by integrating existing projects, -support of the implementation of the Water Framework Directive and upcoming soil and liability policies by formulation of technical approaches and methodologies, -identify partners for the constitution of a centre of excellence. JOINT will fin ally reach its overall intention to develop a sound technical approach as a contribution to sustainable inner development of European cities by the treatment of contamination of groundwater and soil. Final output will be a comprehensive and well-structured report to be used as guidance in the daily work.
Objective: The FELICITAS consortium proposes an Integrated Project to develop fuel cell (FC) drive trains fuelled with both hydrocarbons and hydrogen. The proposed development work focuses on producing FC systems capable of meeting the exacting demands of heavy-dut y transport for road, rail and marine applications. These systems will be: - Highly efficient, above 60Prozent - Power dense, - Powerful units of 200kW plus, - Durable, robust and reliable. Two of the FC technologies most suitable for heavy-duty transport applic ations are Polymer Electrolyte FuelCells (PEFC) and Solid Oxide Fuel Cells (SOFC). Currently neither technology is capable of meeting the wideranging needs of heavy-duty transport either because of low efficiencies, PEFC, or poor transient performance,SO FC. FELICITAS proposes the development of high power Fuel Cell Clusters (FCC) that group FC systems with other technologies, including batteries, thermal energy and energy recuperation. The FELICITAS consortium will first undertake the definition of the requirements on FC power trains for the different heavy-duty transport modes. This will lead to the development of FC power train concepts, which through the use of advanced multiple simulations, will undertake evaluations of technical parameters, reliab ility and life cycle costs. Alongside the development of appropriate FC power trains the consortium will undertake fundamental research to adapt and improve existing FC and other technologies, including gas turbines, diesel reforming and sensor systems f or their successful deployment in the demanding heavy-duty transport modes. This research work will combine with the FC power trains design and simulation work to provide improved components and systems, together with prototypes and field testing where ap propriate. The FELICITAS consortium approach will substantially improve European FC and associated technology knowledae and know-how in the field of heavv-duty transport.
More and more people are returning to cities with their liveliness as well as their multi-faceted cultural attractions and dining experiences, but living space is scarce. Each year, about 400,000 flats would need to be built in Germany to meet that demand. In order to address these ambitious targets, the building law was amended in 2017. The objectives are as follows: reduction in land consumption, creation of new opportunities for housing constructions, and providing further tools for more densely built-up areas with higher buildings, also promoting the coexistence between residential and industrial estates. Urban planning and housing will be simplified for municipalities. The recently established 'urban area' follows the urban model: short distances, local jobs and social diversity. Traffic should be avoided and reduced; living spaces and public spaces should be supported. Promotion of urban development through the redirection of the demand for land into areas which are already populated, reutilization of brownfields, filling of vacant lots, post urbanization, mixed-use development, qualitative upgrading of existing structures and adaptation to user's changing needs in turn lead to a higher noise level and therefore to a higher obligatory tolerance. The central issue of numerous urban projects will be an appropriate conflict resolution. Measures, such as passive sound insulation, enforcement of operational duties and allocation are gaining center stage. Thereby, the protection against noise from the outside area is important in order to ensure the quality of life. This requires further scientific knowledge of noise impact in relation to the combined impact by simultaneous exposition to all kinds of noise sources.
